POPCE has been operating in the Stockyard community on Cleveland’s west side for the since May of 2005.  This community was chosen for its overwhelming amount of residence that live below the poverty level, high teen pregnancy rate, high drop out rate and interesting mixture of culture and race.  There is also a very high prevalence of drug and alcohol abuse and STD infection incidence.  The objective was and still remains to provide community members with a safe space close to home where they can receive accurate and dependable information, services and referrals making our grassroots “flavor” a very important and effective component to our success.
